Challenge

  • Plan the consolidation and move of office facilities, personnel, and assets in order to support Commission space requirements and expiring lease agreements.
  • Support the Commission’s Wireless Telecommunications Bureau (WTB) wireless spectrum initiative.
  • Support the deployment of Information Technology Center’s (ITC) cloud platform technology solutions in support of the radio frequency licensing and ancillary systems.

Solution

  • Utilize Project Management Institute (PMI), General Services Administration (GSA), and industry best practices to manage, assist, and support office relocation and consolidation efforts.
  • Provide knowledgeable subject matter expertise to assist in:
    • Relocation Management
      • Develop, manage, and assist in the execution of a Relocation Housing Initiative Management Plan (HIMP).
      • Identify space architectural and identification requirements.
      • Communicate and coordinate with GSA representatives on facility requirements.
    • Program/Project Management
      • Provide Program and Project Management support following PMI Project Management Professional (PMP) best practices.
      • Develop and deploy new cloud-based business process management (BPM) and customer relationship management platforms (CRM) for wireless technology system.
      • Develop and test the incentive auction suite of software.
    • Acquisition Management Support
      • Acquisition strategy and development.
      • Requirements gathering and acquisition documentation to include but not limited to IGCE, market research, SOW/PWS, QASP, etc.
    • Business Performance Optimization
      • Business studies, IT analysis, and business process improvement.
        • Provide technical support to the WTB to assist the wireless spectrum project.
      • Office space requirements and analysis.

Results

  • Provide and execute a HIMP to meet aggressive project objectives.
  • Successfully plan, consolidate, and relocate a two phase relocation project.
    • Phase 1 involves 200 personnel and 55,000 square feet.
    • Phase 2 includes 2,000 personnel and 593,000 square feet.
  • Develop a Decommission Plan for excess inventory at vacated offices.
