Art Spenard

Chief Operating Officer (COO)

Mr. Spenard is a seasoned acquisition professional and natural leader with extensive program management and contracting experience during his successful twenty year U.S. Army career and current consulting position. He is an experienced career U.S. Army Officer with proven results in developing innovative solutions to challenging problems at the program and Agency/Service level. Mr. Spenard’s exceptional communication skills were developed by regularly briefing Congressional, DOD, and Army leadership.

Mr. Spenard is the Company COO and full time Senior Acquisition Subject Matter Expert and is responsible for multiple efforts to provide performance based acquisition management consulting services and training services to Department of Defense and Intelligence Community clients.

Qualifications

  • DAWIA Level III Certification in Contracting
  • DAWIA Level III Program Management training and extensive PM experience at Army Staff and DOD Agency levels
  • 20 years Regular Army Officer; 12 years Army Acquisition Corps; 20 years Acquisition experience.

Mark Buchholz

Chief Financial Officer (CFO)

Mr. Buchholz has more than 30 years of professional experience, with more than 25 years managing government projects and programs with an expertise in program/project management, and contracting processes, as well as governance, scheduling, and performance based acquisition. He is an experienced and successful project manager of IT infrastructure and networking projects with extensive skills in LAN/WAN planning, analysis and implementation. Mr. Buchholz has published white papers on performance based acquisition and program management office strategies.

Mr. Buchholz is responsible for administering the company’s financial, human resources, information technology and business development operations. Mr. Buchholz also volunteers on the Board of the Arlington Free Clinic, and serves on its Finance Committee. Mr. Buchholz has volunteered in leadership positions in the Washington DC Chapter of PMI. Mr. Buchholz is active in local civic affairs in Arlington.

Justin Spenard

Senior Vice President of Civilian Accounts (SVPCA)

Justin Spenard is an experienced Program Manager with 19 years of overall Program/Project Management work history. He has 9 years of experience managing complex engineering projects in the private sector, with 10 years managing complex Federal Agency relocations. He is experienced in developing Integrated Management Plans and Relocation Plans for multimillion dollar relocation projects and providing executive consultation to agency leadership. Mr. Spenard has successfully overseen design, construction, relocation, decommissioning, and building turnover of over 1,000,000 rentable square feet (RSF).

Mr. Spenard is the company Senior Vice President of Civilian Accounts and full time Relocation Expert. He is responsible for multiple efforts to provide relocation consulting services to civilian agencies.

Reggie Terry

Chief Executive Officer (CEO)

Mr. Terry is an acquisition professional and seasoned leader with contracting and leadership experience highlighted during his successful twenty-year Army career.  His extensive experience in performance based acquisition and human resources stem from leadership and management of over 4500 personnel throughout his Army and federal consulting careers. Mr. Terry has a proven ability to deliver innovative program management and acquisition solutions to challenging problems at the program and Agency/Service level. 

Mr. Terry is the Company CEO and full time Senior Acquisition Consultant. He is responsible for multiple efforts to provide performance based acquisition management consulting services to Department of Defense and Intelligence Community clients.
