Chief Operating Officer (COO)

Mr. Spenard is a Senior Acquisition Subject Matter Expert with extensive program management and contracting experience from his successful U.S. Army career and in his current consulting position. His expertise has proven results in developing innovative solutions to challenging problems at the program and Agency/Service level. Mr. Spenard’s exceptional communication skills were developed by regularly briefing Congressional, DOD, and Army leadership. He also provides performance-based acquisition management consulting services and training services to Department of Defense and Intelligence Community clients.

  • DAWIA Level III Certification in Contracting
  • DAWIA Level III Program Management training and extensive PM experience at Army Staff and DOD Agency levels
  • 20 years Regular Army Officer; 12 years Army Acquisition Corps; 30 years Acquisition experience

Mark Buchholz

Chief Financial Officer (CFO)

Mr. Buchholz is a Senior Level Expert through managing government projects and programs with an expertise in program/project management, and contracting processes, as well as governance, scheduling, and performance based acquisition. He is an experienced and successful project manager of IT infrastructure and networking projects with extensive skills in LAN/WAN planning, analysis, and implementation. Mr. Buchholz has published white papers on performance based acquisition and program management office strategies.

Mr. Buchholz is responsible for administering the company’s financial, human resources, information technology and business development operations. Mr. Buchholz also volunteers on the Board of the Arlington Free Clinic, and serves on its Finance Committee. Mr. Buchholz has volunteered in leadership positions in the Washington DC Chapter of PMI. Mr. Buchholz is active in local civic affairs in Arlington.

Justin Spenard

Senior Vice President of Civilian Accounts (SVPCA)

Justin Spenard is a Senior Acquisition Consultant with extensive background in relocation and program management. He has experience in managing complex engineering projects in the private sector, and managing complex Federal Agency relocations, developing Integrated Management Plans and Relocation Plans for multimillion dollar relocation projects, and providing executive consultation to agency leadership. Mr. Spenard has successfully overseen design, construction, relocation, decommissioning, and building turnover of over 2,000,000 rentable square feet (RSF).

Qualifications

  • Bachelors in Mechanical Engineer that transferred into program management upon receiving his MBA
  • Program Management Professional (PMP)

Reggie Terry

President

Mr. Terry is a Senior Acquisition Consultant with contracting and leadership experience highlighted during his successful Army career as an Officer. His extensive background in performance-based acquisition and human resources stem from leadership and management of over 4,500 personnel throughout his Army and federal consulting careers. Mr. Terry has a proven ability to deliver innovative program management and acquisition solutions to challenging problems at the program and Agency/Service level including the Department of Defense and Intelligence Community clients.

John Norfolk

Sr. Vice President for Defense and Intelligence Programs

Dr. Norfolk is a Senior Project Manager Subject Matter Expert with extensive acquisition management experience. John was a career Naval Flight Officer flying the S-3B Viking with additional assignments supporting the Intelligence Community, WMD Defense, and Cruise Missile Planning. He has demonstrated results managing large, complex projects within scope, budget and schedule in support of our clients. John is a certified Project Management Professional, graduated from the U.S. Naval Academy with a B.A in Aerospace Engineering, has an MBA from San Diego State University, and is a Doctor of Business Administration.
