Project Description

Challenge:

  • army-intelligence-security-commandManage, perform, and support contracting actions for programs that span across the multiple geographical regions and all over the world
  • Develop and implement an acquisition strategy for multi-billion dollar OCONUS Multi-Agency Contracts (MAC), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, and task orders
  • Communicate and coordinate with DOD Commanding Generals, and Chief of Staffs, and regional offices

Solution:

  • Utilize acquisition best practices following the Federal Acquisition Regulation (FAR), Defense Acquisition University (DAU), Performance Based Acquisition (PBA) approach, and DOD/INSCOM policies and procedures
  • Provide knowledgeable subject matter expertise to assist in:
    • Acquisition Management Support
      • Acquisition strategy and development
      • Acquisition documentation to include but not limited to IGCE, market research, SOW/PWS, QASP, etc.
      • Source selection, cost/price analysis, and award notification
    • Program/Project Management
      • Provide Program and Project Management support following PMI Project Management Professional (PMP) best practices
    • Business Performance Optimization
      • Studies, analysis, and business process improvement

Results:

  • FAS successfully supported INSCOM to award multiple multi-billion dollar MACs, IDIQ contracts, and task orders
  • Helped INSCOM transition from individual contract strategy to strategically sourced enterprise wide contracts for all major performance areas: linguist, intelligence, analyst support, and information technology
  • FAS supported contract efforts accounted for an actual savings from previous requirements of over $500 million based on unique acquisition strategies developed for the agency
  • Contract awards were able to withstand multiple Government Accountability Office (GAO) protests
